Theodore Beza's Right of Magistrates (1574) generalized Hotman's version of the constitution into an inalienable and imprescriptible right of every people, and on this basis argued for a right of armed resistance from below by established constitutional authorities. The Defense of Liberty Against Tyrants (1579), probably written by Philippe du Plessis-Mornay, provided a more ample statement of Beza's major themes and an impassioned exhortation to revolt. These works were to become the source of a continuing tradition, both in England and on the Continent, of popular sovereignty and the supremacy of representative bodies. In this volume, each has been judiciously abridged and newly translated by Julian H.
