The division of large estates into small tenant farms, subject to a well-defined system of cultivation, is of great advantage to the ten ant and owner alike in the present condition ofa portion of even the well-disposed and industrious population of the cotton States. But I 'cannot forget the tendency to independent ownership throughout our country, and the widely-diffused prosperity which is found in those sec tions where the farmer gathers his own crop from his own soil and seeks his own market. And I suggest this because I am inclined to believe that in this way can the two important points in the agriculture of the cotton States be most rapidly and permanently reached, namely 1.
