A School Board, elected by the Citizens of the precinct, should be required to maintain a central school, of such grade as they may determine, and as many other schools as may be found necessary. The teacher Of the Central School should be made principal of all the schools in the precinct, thus securing the best possible supervision Without extra cost. Each precinct should be required to maintain its schools at least five months annually. Our rural would thus secure as good schools as our town and cities.
