Description:Excerpt from Speeches in Parliament, of the Right Honourable William Windham, Vol. 2 of 3 On the preceding evening, the following address had been moved by Sir Edmund Hartopp, was seconded by Mr. Lee (M.P. for Dungarvan), and passed the House of Commons without a division, viz. "That an humble address be presented to His Majesty, thanking His Majesty for being graciously pleased to order the preliminaries of peace with France to be laid before this House; - to assure His Majesty of the just sense this House entertains of this fresh instance of his paternal care for the welfare and happiness of his people; - and to express their firm reliance that the final ratification of ft those preliminaries will be highly advantageous to the interests, and honourable to the character of the British Nation." In the course of the debate, the terms of the peace had been censured by Mr. T. Grenville, Lord Temple, and Dr. Lawrence and defended by Lord Hawkesbury, Lord Castlereagh, Mr. Banks, Mr. Pitt, and the Chancellor of the Exchequer, Mr. Addington.
