If this is correct, please provide the (1) number and description of the unfilled positions, (2) length of time each position was left unfilled, and (3) specific training initiatives developed with these funds. Answer: The Aircraft Certification Service staff positions were not left vacant for the purpose of funding training development. These positions were left vacant due to hiring restrictions and to normal lapses due to the backfilling process.
