RIt became immediately evident that the health care systems in each nation reﬂect basic national attitudes defining the relationship between the indi vidual and the State. Therefore, while health care in the United States is beginning to be considered as an individual right, it is provided through a voluntary partnership between public and private resources within the United States. Americans will avail themselves of the opportunity for health care voluntarily, in relation to our social and cultural customs and our nomic ability to finance health services for ourselves and our families.In the Soviet Union, the provision of health care is a guarantee on the part of the State. However, it is more than a guarantee, for citizens of the are required to report to neighborhood polyclinics or factory medical units for regular physical examinations and prescribed treatment.
