Jurisdiction over domestic anadromous fish, such as salmon, even to ranges far beyond the proposed 200 mile limit. This legislation is expressly interim in nature and would terminate as soon as the Law Of the Sea Conference now in progress puts into force a treaty regarding jurisdiction and conservation. Since introduction of this legislation, many California coastal fishermen have told me that foreign fishing eets, simply by staying outside the present 12 mile limit, can ignore fishery conservation practices decimating the fish population to the point where the continued existence of California coastal fishing itself would be endangered.
